If you dock at the pier that RCCL uses, walk across the street and down a bit to the right, there is a white building that is a calling station/internet cafe. I think it was around 95 cents a minute. The pay phones that you will see around are very expensive, especially if you charge to your credit card. Phone cards do not always work. This is the best option. I think there are some cafes downtown also. The farther away from the piers you go, the cheaper it gets.

TelMex, the national phone company of Mexico, actually has a phone card made just for this purpose, and the rates are pretty reasonable compared to the other options. you can even buy them on line before your trip, and they'll work at any pay phone in MX.
