New England/Canada

It will probably be past prime fall colors and colder but if you wear warm clothes, I think it can still be a very interesting trip. I am doing it in May (which is far from summer here and I expect to dress appropriate to the weather and to have a great time).

I think if your primary goal is to see fall foliage, you will miss peak foliage in Bar Harbor, ME and further north, but may see some in southern New England, such as Newport, RI and Boston, but both those areas are not rural areas where the most & best foliage would be found.

For cold, it is all relative. I don't consider it cold in October in New England, but I live here. As a visitor, you might consider it cold.

Mid October is actually very nice in Bar Harbor and the last 5 years or so the peak for foliage has been around Oct 11-18. Weather wise can be tricky but usually the days are warm with cooler nights so just pack layers.
