Yes. Both are restaurants.

The promenade cafe is on the esplanade on quantum. It's casual - you stand in line and order from a counter. There are mini-sandwiches, and sweets like cookies and pastries. On other ships there is water and some hot drinks (like packaged powdered hot chocolate and tea bags) available for free, and an attached coffee bar where you can purchase for-fee drinks like espressos and frappuccinos, but i haven't been on quantum yet so don't know if it's the same. It's usually open until at least 2 or 3 a.m., and opens again early in the morning. Every cruise my afternoon snack is 2 or 3 mini ham and cheese croissants from there - i'm hoping they still have those on quantum.

Vintages is the wine bar. It also has tapas/small plates, for a fee, if you want snacks with your wine.

I'm not a big wine drinker so can't help as much about vintages. love the promenade cafe, though.

I don't know much about the pay drinks since I don't drink coffee (but I know they did have some pay coffee across the way at La Patisserie) but the water and other hot drinks (tea, etc) are still at Cafe Promenade on Quantum. It was our stop for water multiple times a day.
