Rotterdam tours for storm surge nerds?

We are planning are TA next year and will be stopping in Rotterdam. My husband would love to see/learn more about some of the engineering marvels that have been designed for surge control in The Netherlands. (He's seen the documentaries; storm surge research is one of his passions.)

Is there a tour that caters to a niche interest like this?
