Good hotel in Galveston that's within walking distance of shops and restaurants?

What's a good hotel in Galveston that's within walking distance of shops and restaurants? I'm taking my mom on her first cruise on Navigator in May and want someplace nice but nothing too pricey.

The hotels on The Strand which is basically right at the pier are nice but probably considered pricy. I think the main one is a Wyndem hotel. Although there is one on the water close to the Tall Ship Elisa, but I dont know if it opened back up after Ike.

There are several ones on the Seawall that might be more affordable but are a few miles from the port. Several offer free cruise parking & shuttles though. Unfortunately, I don't know which ones.

Tremont and Harbor House are the only ones in the strand district but both are premium hotels, as in about the same price as the Galvez.
