Ocho Rios w/ a 3 Year Old

We are taking our daughter on her 2nd cruise in November, 2017. We are cruising on the Carnival Vista and Ocho Rios is one of our stops. We have been to OR several times and I'm comfortable enough there taking a tour either through the ship or through a reputable tour company. I have been researching several options for us.

 

Just looking for opinions on some fun activities to do with a 3 year old. Any thoughts on Dunn's River Falls, the Blue Hole or Tubing with a child this young. We've climbed the Falls before...but it's been a few years and I can't recall how young of children we saw there. Our daughter is very tall for her age and pretty adventurous. But of course, we want to be mindful of safety as well!
