HMC - "Cannon Point"

I was wondering if any "tourist" can walk out the what is referred to as "Cannon Point" which is the entrance of the channel where the tenders come in. I've heard this location offers great photos, just wonder if it's "restricted" or if anyone can walk out to this point?
