Walk up car rental

Has anyone waiting until they arrived at St. Kitts to rent your car? I know in other islands we have just walked off the ship and up to a car rental place and rented one there.

also I read that a temporary drivers license is mandatory for $24.00 but has anyone gotten an international drivers license in the states before you leave and been able to avoid this charge?

You can't avoid the temp license fee of $24. I have never been asked about having an international drivers license. They just want to see your US license before they issue you the temp license.
