Shore Excursions in Cozumel

Shore Excursioneer"? and if so why are some of the excursions not available to Carnival passengers?

Shore Excursioneer is often suggested here. Some of the excursions are not available to Carnival customers because Carnival has signed an agreement with the provider. Chankanaab for dolphins is most often mentioned. You can still use the site, just say you are staying at a hotel instead of the cruise ship.

Coz is easy to do on your own - cab service is well organized/regulated and all of the tourist spots you are likely to go to will be happy to take US dollars.
