Yes the webcam is at Quito Rymer's place which is one of the beach restaurants/bars in CGB. There have been advisories for swells and high seas in the region this week (for the USVI as well) and you can see it in this webcam.

Sorry, not really any beaches within walking distance. Nanny Cay is a $6 - 8pp taxi to the west ($6pp for 3 or more ppl, $8pp for 2) and Brandywine Beach the same to the east and both have beaches. Nanny Cay is probably the best choice if you decide to go to one of these, but for the same fare you can go over the hill to Cane Garden bay or Brewers Bay...
