Nope, not walkable. Or it is, but give yourself at least an hour or more one way and no sidewalks along the highway. You can take a cab from Rodney Bay to Pigeon Island for $15US one way, or a water taxi (sometimes) from the beachfront in front of Bay Gardens Beach Resort, price negotiable, but much more than land cab. PI has a $7US pp entry fee also....
