In my view there is not much to separate all Australian capital cities based on the factors raised on your list. What one may lag behind in in one respect, it can make up for in others. It is a case of choosing what you are after, and fitting it into your budget, not just judging a city based on your own particularised criteria, which may be peculiar to your own needs at any given time.
Sure some are different to others, based on geography, demographics and size, but all cater well for reasonable human needs. And you can always get what you want if you are prepared to pay for it, no different to anywhere else in the world.
Having said all that, I'd rather be looking for a good job in Perth than in Sydney at this time!

Form I-94 was a form required from "aliens" entering the US from land borders with that country. It should not affect you, arriving by air or sea.
From what I gather from Uncle Google it is no longer required (since January 2023).
Probably a Trump xenophobic brainfart, now surplus to US bureaucratic requirements.
Check with your travel agent, air/shipping line or nearest US consulate.
Don't mention the brainfart bit.

I was born in a Muslim country to Western expat parents.
My wife gets her US ESTA within 3 hours.
Mine takes 3 weeks.

I have found that even some simple and obviously sincere questions are ridiculed, and the posters abused, on some American boards. Many of the responses are humourless, belligerent, condescending and arrogant.
What is it with these people?

I don't know either of the two hotels you are looking at.
Singapore hotels are expensive. Anything under $180sg these days is likely as not to be a dump or poorly located.
I have travelled to Singapore almost annually for the last forty years.
A very reasonable hotel both in standard and (especially) location is the Grand Park City Hall in Coleman street. Very centrally located and 50 metres from City Hall MRT.
Another is the Carlton, previously mentioned, about 300 m from City Hall MRT.
Both have restaurants and many eating outlets nearby.
Both are four star or thereabouts.
I doubt you will find much better for less than $260sg per night anywhere convenient and of quality in Singapore these days.
I last stayed in the Carlton in early November this year and found it quite satisfactory. for people your age, the Grand Park would be slightly easier to move about in the heat.

As a compromise for his employers, he might be able to attend the relevant parts of the conference needing his input via Zoom, Skype or similar from the ship.
I'm sure Princess will have the technology available for a fee or package.
