You're better bet is to take an excursion off shore.

Ships also offer a shore snorkeling excursion that goes to a beach about 30 minutes north of the cruise port and only accessible to cruise ship excursions. While the ship may offer off shore snorkeling, you should at least look into simply hiring your won boat.

 

Doctor Dive, next to Ya Ya Beach, and Mahahual Divers, offer snorkeling tours. Both have websites.

 

Snorkeling along the beach near the cruise port is similar to snorkeling at Paradise Beach or Mr Sanchos in Cozumel...non-existent.
