Aurora-End of 2006 World Cruise

My wife and I would like to know if there is a better way to see Rome than by taking one of the shipboard tours? On our other cruises with P&O/Princess, it seemed as though the shipboard cruise were over priced and not as good as those that could be purchased locally?
