Arrival time at terminal

We have an arrival time at Cape Liberty terminal of 11-11.30. I have received an email saying 'please arrive no less than 2 hours before your scheduled boarding' Does that mean arrive at 9am or is 11am 2 hrs before we will be boarding the ship? Keen to get on the ship but don't want to arrive too early!
