I agree, do sit on the top deck, and be prepared for alarming side-to-side swaying (tall carriages, narrow rails)! You do find yourself looking into many people's back yards -- from a great height -- and at first this felt intrusive. But everybody waves and smiles, so I guess if it's OK with them....
