Victory in Cozumel Until 10PM - Casino Open in Port?

We will be sailing on the Victory in Dec. and it is in Cozumel from noon-10pm. Anybody know if the casino will open earlier while in port, or will we have to wait until the ship leaves Cozumel? We have been on overnight stays in Nassau and the casino has opened about 7pm while in port. On an overnight in Havana in May, the casino did not open. Not sure about Cozumel.
