What is the best way for a family of 4 (2 adults, 2yrs, 5yrs) to travel directly from BWI to the cruise port? And back to airport after cruise?

If a taxi is taken, are car seats mandatory for the children?

A taxi will do it. I haven't been in a Baltimore taxi in several years, but I've never seen a car seat in a taxi anywhere. ;)

kaj1436, I may have misinterpreted.

 

Taxis are not required to transport children in safety seats. They are currently exempt from the law. Found this by Googling:

Is it safe to assume that taking a taxi would be the most economical way to transport between airport and cuise port? Do you think that a shuttle may be cheaper.

I checked Super Shuttle but was unable to get a quote off the website and they did not respond to my email.
