bus or taxi to Eagle and Arashi beaches?

Can I catch a bus from the cruise pier to Arashi for snorkeling and then another bus back toward Eagle beach? What would the bus be named or numbered? How much is the bus and are US dollars OK? Or, how much would a cab be to Arashi? Would I be able to catch a taxi from Arashi to Eagle beach? Don't want to rent a car. My husband absolutely won't drive in unfamiliar places!

We took a cab from the port 4 weeks ago and it cost $18. When we arrived we realised we needed to book with him to return otherwise we couldn't get back.

I also would have liked to stop at eagle beach but we didn't have time.

We were hoping to take a taxi to Eagle/Palm/Arashi beach. Then stay at the beach, then hail a taxi and go back to the ship.

 

Am I thinking of New York, and Aruba taxi's don't work like this? Will we have to make arrangements with the driver to return in 3 hours?
