not if you don't activate his seapass card for charges. When we cruise ( I have a 6 and 10yo) Only my wife and I have seapass cards that will charge. I then go to the arcade with them and we play air hockey, etc and it limits the amout of time in the arcade. Honestly, they are so busy having fun that we don't spend much time in there.
