Upsell or Upgrade probability

What are the odds of being offered an upgrade or upsell? We are already in a high category.

17 carnival cruises and not one upsell or upgrade .. so to people like me, we think the odds must be pretty slim, though you do read about people on here getting called or emailed, so it does happen.

 

I think the odds are better if you paid more than others or have a higher category cabin to start off with, and they work they way down the list. My PVP thinks within the categorys, the listing is alphabetical, so the take all the 8Es for instance and within the 8Es, the list is in alphabetical order, then they do the 8Ds etc.. on down.
