Galveston Beach Access?

Will be visiting Galveston for the first time, arriving on March 31. If the weather cooperates, I think we might like to get a little beach time in. Is there free public access to the beach all along the seawall? Or do I have to go to one of the beach parks that I've been reading about, such as East Beach, Stewart Beach, etc?

The entire beach is free. You have approximately 32 miles of beach with the exception of a small area where the water meets the seawall.

Stewart, East and the pocket beaches charge a fee in the summer.
