Melbourne's closer, but most passengers use Orlando since there are better flights and cheaper fares to there.

This is true, but you can take a nonstop on Pan Am from Newburgh, NY to Orlando/Sanford for ~$180 round trip per person. To those who can, some cruisers select this option.

You also have to take into consideration ground transportation from these smaller airports. I've seen many reports from people saying that it's just as easy to deal with Orlando as it is to go to Melborne and that it's not like a long trip from Orlando either.
