Dinner Specialty Packages

Celebrity offers a 5-specialty dinner package on all ships. I went to see if a smaller package was offered and found a 3-dinner package on all ships EXCEPT on Celebrity Reflection and Celebrity Silhouette. Is this correct? And if this is right, does anyone understand why the smaller package is not offered on Reflection?

It appears that Reflection and Sillho have four dinner packages rather than three dinner packages. I'll speculate that it's because they have more specialty restaurants and that puts less pressure on each individual ones but it's only speculation.
