Are there any casinos in Halifax? If so, how close to the pier and how much is a cab ride?

Yes there's a casino at the end of the boardwalk which runs along the waterfront from the cruise dock.You can walk from the dock in about 15-20 minutes, unless you get distracted which is very easy.
