For cruisers.. just one. It's in the Royal Tower, near the coral Tower.

 

The COVE's CAIN POOL has an outdoor casino set up, but it's for Cove guests only and the CAIN pool is for Cove guests only as well. You need a special bracelet to be in that area.

That's correct there are two casinos at Atlantis, but the one by Cain at the Cove is for Cove and Reef Guests only. Check out this post for info on the Atlantis Casino
