Can you switch from booked cabin to assigned?

I have a veranda deck interior cabin booked on Dream through early saver. It is paid in full. Has anyone ever tried changing to a balcony that is assigned by Carnival? I have been told that it isn't possible because that is considered a downgrade with early saver. I dont see how. The difference between the paid interior that I chose and an assigned balcony is $178.72. I am willing to pay that. But my PVP has told me it isn't possible. Am I missing something?

I was booked early saver for my cruise in 3 weeks, changed to the pack and go rate with no problem and $100pp obc. BUT once you change to the gty cabin you no longer qualify for price drops!! call the 1-800#, keep calling until you get the change.
