RCI New York Harbor Excursion

Has anyone done Royal Caribbean's New York Harbor Cruise excursion? It lasts 3 1/2 hours. Do you know if you get off the sightseeing ferry or if the whole time is spent viewing New York from the ferry?

 

Does anyone have an idea of how early they'll let you board the ship?
