We were told it's only open when the Breakaway is there and we were on the Gem.

Ditto. When I was on the Gem in 2014 they told us the lagoon bar & buffet are only open when Breakaway is in.

It was indeed open when the Sky was there in December as well as the Bacardi Bar. I don't know the answer to OP's question.

 

It would be nice if it is open in March when we are due in on the Spirit. Our little shaded hideaway isn't far from that bar.

I originally misread your question but I guess I answered it. Yes it was open and we had a couple drinks each from it. We were the only ship there. RCCL had one ship next door at CoCo Cay.
