Should I buy enough OBC to cover my anticipated expenses? Purchased OBC refundable? On the Celebrity website I can't find the information. Is it possible to buy OBC on the website?

It is really up to you how you want to do it. Purchased OBC is refundable if not all used and non purchased OBC from Celebrity gets used first. You can purchase online it is in the gifts section but they often lose those orders. The bast way to organise it is to call Celebrity and they will charge it to your credit card.
