Are there any restaurants in the unsecure area (before TSA) of Terminal 4?

Only thing outside security is on the lower level "Arrivals Hall" Dunkin Donuts and Central Diner.

Everything including Shake Shack, Mcdonalds and others are after security. E/W retail areas are after security divides A and B concourses. A lot more retail on concourse B.

 

The setup of the terminal is actually three levels. Departure with the ticket counters is the upper level, arrivals with bagage claim on the lowest. In the middle is all the retail E/W and A/B concourses. You go thru security on the upper level and then down one level to get to your gate. Arriving its is down a level to baggage once you reach the retail concourse.

Terminal 4 food options outside security are very limited. Terminal 1 has a whole food court on the top level that is outside of security (in terminal 1 most of the food is pre security whereas in terminal 4 almost all of it is post security). If you don't want Dunkin Donuts and have time, you can hop the airtrain to terminal 1.
