How are On Board charges processed post- Europe cruise

Hi Fellow NCL cruisers,

 

I've combed the threads repeatedly and haven't found an answer yet..

 

For Europe based cruises (ex. NCL epic sailing from Rome or Barcelona), are on board charges processed by NCL international or domestic? I have not cruised with NCL for any Europe based itineraries (past cruise charges have always processed out of Miami for me) & just wanted to make sure that the CC I put on file for on board charges will not incur a foreign transaction fee. I've contacted NCL several times..only to be answered with "all on board charges are processed in US dollars" --not quite what I asked..
