You mean, yes, as long as they have not reached the capacity of the lifeboat the cabin is assigned to.

 

Lifeboats are not assigned to a cabin. They are assigned to muster stations. When there are as many people assigned to s specific muster station as that stations lifeboat capacity they do not sell any more spaces in that area of the ship. This sometimes results in cabins being left empty.
