Will NCL add a passenger to your cabin, assuming the cabin holds more than are currently booked, after final payment?

Yes as long as they have not reached passenger capacity for the ship

Lifeboats are not assigned to a cabin. They are assigned to muster stations. When there are as many people assigned to s specific muster station as that stations lifeboat capacity they do not sell any more spaces in that area of the ship. This sometimes results in cabins being left empty.
