Obstructed Balcony?

We are looking to book again and NCL is offering a sail away option on balconies where it says the view could be obstructed. Is this possible? I honestly do not see how a balcony can be obstructed. It also looks as if the special offers do not apply to this category. Can someone confirm that?

No Obstructed balcony on NCL ships.

 

Hulled balcony's at worst.

None of the sail away categories include the special offers.

As far as I know, you end up with an enclosed balcony, it's not obstructed but doesn't seem worth it to me. I booked one and when I found out what it was I upgraded.
