Refund for taxes and port fees for solo cruiser

For anyone that travelled solo that had to book a 2nd person to complete the booking did you have any issue getting the taxes and port fees refunded for the 2nd booking? I completed my sailing on March 10th (had an amazing time). My travel agent contacted MSC when I returned to request the refund shortly after I returned. She was informed it would be processed which is wasn't. She contacted MSC again beginning of this month and was told I should allow 7 to 10 business days and was given an SR number. She contacted MSC a couple of times since. No refund as of today.
