It was disabled on my phone when I switched to t mobile. Yes, your phone and carrier need to support WiFi calling in order to make calls using VOOM. If you don't use WiFi calling, you can still make calls using the ship's cell tower, but that will cost something like $2.49 per minute. That's an AT&T number, not sure what T-Mobile charges.
