If you upgrade after a promo gratuity increase, you pay the prevailing or current rate on the "free at sea" promos. I realized this only after closer inspection of my bill.

 

In my case, I still came out ahead, but if you are the type to do the math, it is a factor to consider.

 

And I did call to get the original rate honored, or receive obc, but it was a no go. I am sure they realized that I already had a good deal going.

Yes, if you upgrade paying the full retail price, it is a cancel and rebook. You get the current promotions at the current rates.
