Seems crazy but maybe that's NCL's way to deter families from booking the Haven. But on the cruises we've taken with kids that price has been about $500 plus tax/fees. Not in the ballpark of first or second passenger rates. The only discount for an infant is that they don't charge DSC for kids under 3. We've cruised with kids ranging from 9 months to 4 years.
