Russian immigration in St. Petersburg has started a new procedure in 2019 because of congestion in the terminal. Oceania provided a detailed letter the day before we arrived to inform us. Ship's excursions passengers are allowed through first, then the private tours go through 90 minutes later. This was especially true on the first day but was less restrictive on the 2nd day. I was on a ship's excursion to the Hermitage on the first morning and we did not stand in a long line. It was 5-10 minutes at most. We got there before many of the private tours. 

 

I hope my information is helpful for those booked on St. Petersburg tours.
