NYS Resident Insurance Question

I am hearing that Carnival Cruise Line does not allow NYS residents to purchase trip cancellation/medical coverage insurance.  If that is the case, where do I buy it?  My cabinmate is from FL. and the cost of insurance was added to the cruise price but not for me.
