Prices of TA and NCL are identical except TA offers free gratuity for two plus $100 obc, ncl offers neither. Just wondering if ncl matches the promo

No....TA is giving some perks (usually paid for out of part of their commission) that NCL does not offer.

Go with the TA...they often have better pricing / perks than direct with NCL.

That is correct.  TA's may have group space that includes extras that booking direct with NCL doesn't have, or the TA is giving back some of their commission.
