Does Noordam and Nieuw Amsterdam have a covered promenade with access to the bow and a covered pool?

No HAL ship has regular access to the bow, except as permitted by the Captain for "scenic cruising ". You are thinking of a couple of models of Princess ships that have that covered walkway...the vast majority of ships of all cruise lines don't have that feature. But the Captain on HAL ships open the bow fairly regularly at the special locations. 

 

ALL HAL ships have a covered pool midship.

Yes.

Are the verandah staterooms on Noordam and Nieuw Amsterdam covered? Tough to tell if the ship is angled and has exposed balconies or if they are covered.

They vary, but generally they are 50-75% covered. Maybe a little more or less.

For both ships do one way southbound cruises to Vancouver sail east or west of Vancouver island?

If they sail out of Vancouver, they go east of Vancouver Island. True Inside Passage.

Same thing. They go east of Vancouver Island.
