Update to SailSafe Protocols

Received an email this morning about an update to RSSC's SailSafe protocols. Among the items in the email, it says as of September 3, "Vaccinated travelers will not need to test prior to embarkation, subject to local regulations." I would like some clarification - if leaving from the US (Miami in particular) as of September 3rd, will fully vaccinated passengers no longer need an antigen test prior to boarding? It is the "local regulations" that I am not clear about. The US is not mentioned in the email at all.

Regent's updated Sail Safe page with today's update still says that cruises from US ports require antigen or PCR test 48 hours prior to arriving at terminal.  It is under the heading "Additional Pre-embarkation health screening" section which is further down the Sail Safe page.
