How is legislation on Passenger Vessel Service Act doing?

I remember that about a year ago legislation was introduced to do away with the requirement for ships on US cruises to make a Canadian or Mexican port stop before returning to US.  Does anyone know if this legislation is still progressing?

I remember that but this was for a permanent change and was introduced last September:

 

U.S. Senator Lisa Murkowski (R-AK) announced on Wednesday she will introduce a new bill to Congress that would permanently allow foreign flagged cruise ships to sail to Alaska without having to stop in Canada by creating a permanent exemption from the Passenger Vessel Services Act (PVSA).
