“Book any stateroom on any Norwegian Prima sailing through October 31, 2022, and apply TWO CruiseNext, CruiseNext Haven, or CruiseNext Lite deposits”

Does this mean the sailing has to be completed by October 31 or does it  mean it has to be booked by October 31?
