Yes.  It is onboard credit that you can use on the cruise.

 

I don't think you can use it for the actual fare, though.

We had a 25% FCC (Future Cruise Credit) from our canceled Jubilee Transatlantic.  We were able to use that towards another cruise we booked recently.  I don't think it matters what the rate is.  We used our PVP with Carnival to get that applied.

You can use a future cruise credit for the fare.  On board credit is different from a future cruise credit.

 

And, yes, you can use it with a casino rate.
