Sailing with minor question

Hello all, I just wanted to ask and see if anybody has had a similar situation and could give clarification. I have read through the Carnival faqs on their website but they can still be a little confusing. 

-

My sister in law (21 years old) wants to take her son (5 years old) on a cruise. The simple question is , can she do this by herself? Or does the 5 year old require somebody over 25? (She already knows she needs the authorization letter from the absent parent, and that’s no problem to get)

I noticed on faqs it states guests 21-24 can sail with their minor children, but it’s listed as a bullet point under the requirement to have somebody over 25. Any input from a similar situation would be helpful! Thanks !
