I had a friend move to Merida and would like to visit for a day as part of a cruise. Who goes there and what is the cruise called? Is it a western Caribbean cruise?

Yes it is considered part of the Western Caribbean. Look at http://www.cruisecal.com It will tell you what ships are going to Progreso and what dates. It looks like the Norwegian Dream and the CCL Ecstasy are the only two ships until May. The Dream will be going to Europe at the end of April. In May, the Rhapsody of the Seas will start sailing there.

The Ecstasy and Rhapsody sail from Galveston while the Dream sails from Houston.

Once you get off the ship and take the bus down the 3 mile pier, they will drop you off at the square in Progreso. One block away is the bus terminal. For $2.50 roundtrip, you can ride to Merida. Once in Merida, you are a couple of blocks away from the town square.
