If so, what is the fee? We will be staying in San Diego a night pre-cruise and don't know if check-in is at the San Diego cruise terminal or in Ensenada. It might be that you can simply check in at SD Facility, and then get the bus ride for free. I must admit I'm not sure how Carnival will work this.
