If you live close to one of Carnival's departure ports and the ship is not full, how do you get a good deal on a last minute booking? Any secrets?

Get a good PVP and have them call you with any last minute deals for your area.

Last minute sales aren't the great deal they used to be. It just depends on the ship and how full it is. It is still possible to get on the ship the day of sailing (even though some here will say that you can't do it) but you pay whatever the going rate is for the cabins.
